What name should we use instead of __ts? I suggest ____uclibc_ts_internal,
it starts with four underscores, so it seems to be okay. As another option
we can put these macroses inside some private header.

This doesn't look like a reserved name, so I'm not sure you can
use this name in the time.h. Also I think that checking whether
