[uclibc-ng-devel] [PATCH 4/5] xtensa: drop ARCH_NEEDS_BOOTSTRAP_RELOCS

Xtensa does not define PERFORM_BOOTSTRAP_RELOC so it doesn't need ARCH_NEEDS_BOOTSTRAP_RELOCS definition. Remove it.
